DIB is a format that is used to define device-independent bitmaps in various color resolutions. The main purpose of DIBs is to allow for bitmaps to be moved from one device to another. A DIB is an external format, compared to a device-dependent bitmap DDB , which appears in the system as a bitmap object.

This is the way it's done in searchable image PDF's. All I can see on the pages you've posted is they can convert paper documents and image files into editable, searchable and compressed files. As I understand that means either they create XPS in this case having just the scanned images in, which wouldn't be searchable, or they include the scanned image and also have the recognized text hidden behind the image using Glyphs which would be searchable then.
